And I think the answer is, "He didn't."  
The signal maintainer envisioned in this list maintained an interlocking.  
Thus, his territory extended a few hundred feet on either side of the tower.
A "section maintainer," on the other hand, carried the few supplies he needed 
on his motor car.
And then there was the "lineman," who was responsible for the pole line and 
obviously worked from a motor car... often a Western Union motor car.
