more signal Q's

On the Peavine signals, there is something I have not read about.  On the signals C-21.6, and the east bound siding signal at West Batavia, there are what looks like gears in place of some of the lights in the signal head.  Any info on this set up?  These are the only signals I have seen this set up on so far.  Thank you for your help.
