I believe they were intended both for the water barrel (in case of fire)  and 
a refuge/ safety area
(for workers who could thereby remain on the bridge while a train  passed.)  
A RR friend of mine found one very necessary many years ago at  Harpers Ferry. 
 He was on the bridge taking photographs when a westbound B  & O freight 
burst out of the Maryland Heights tunnel onto the bridge.   He jumped onto the 
refuge platform, held the railing with one hand and his  camera bag with the 
other, and prayed.  He made it.  That was in the  days before the present 
footbridge for the Appalachian Trail was  constructed.
