Passenger cars didn't float across the bay after about 1890 or so. The 
attempts to carry them were short lived as it was found to be 
impractical ...

The famous NYP&NRR steamboats carried passengers from Cape Charles to 
Old Point Comfort and Port Norfolk (near Pinners Point) and later to the 
Combined PRR/C&O station on Brooke Avenue.
