With respect to the use of blind drivers, did not ALCO develop the
lateral motion device for drivers in the mid to late 1920's?

If that is the case, locomotives, like the PRR I-1 designed about 1900
would have to be seriously rebuilt (new frame?) to include the device on
the driving axles.

Blind drivers had to be a lot cheaper than a lateral motion device on
lower speed locomotives.
