Yes.  Dumping the ash pan and cleaning the fire are 2 seperate operations
frequently done together.  The ash can be dumped from the pan without
shaking the grate/ cleaning the fire.  And conversely the grate is usually
shaken out on the road with no ash dump.  Some liked to shake the grates a
little more often and some liked to wait and do it more heavily.  It varys
by fireman.  I have heard the little and often method can give better
results but can't positively say.
