N & W 2-4-0 Locomotive

Does anyone have any info on this interesting N & W 2-4-0 "locomotive" parked in front of the railroad's "New" General Office Building in Roanoke?  The inscription on the stack appears to be "40/8."  The Forty & Eight was formed in 1920 by  American Legionaires, and has been committed to charitable aims.  The 40 and 8 designation stemed from the inscription on narrow guage French box cars that provided crude transport for the Yanks in World War I.  The inscription denoted that the cars could carry forty men or eight horses (see: http://fortyandeight.org/background.htm)
