This could be a U-1 wheel. In the mid-70's, there were a multitude of
wheel failures caused, I believe, because the wheel had been made
with too much carbon. Instructions were sent out to replace these
wheels. Most were applied to cars with 70-ton hauling capacity.
With the wheel set removed, carmen would then burn a hole in the
wheel to make it useless.

Once shops had inspected the cars and found that cars didn't
have the U-1 wheel, or if wheels were replaced, a yellow ball was
applied to the car -- either painted on or an adhesive sheet with
the ball on a blackground was attached.
