I was told at the time the original headlight was still acceptable
under FRA, but the reason for the change was to simplify the
availability of replacement bulbs, one less specialty item to carry
around with them. It was a simple job to replace the inside casing
with a diesel type fixture.

The 611 was the only J equipped with a dual twin-sealed beam
headlight, and that was only after the rebuild to excursion service
in 1982.

Ken is exactly right; for the time period Class J #611 was put back in service the original headlight would have been approved but NS used the twin seal beam, as it was more cost effective. A comparison would be UP's 844 and 3985 both of which use the original style single bulb headlight. When I asked Steve Lee while visiting UP Cheyenne shops about this some years ago he said FRA rules allowed the older headlight but it was also, to some degree, up to the local inspector if he felt the original light would or wouldn’t work out. In any event, Ken Miller is correct.
