Was this an act of what we would call terrorism, or just a man trying to travel with the tools of his trade and got caught?

Dynamite as Baggage

An Italian was arrested yesterday at Graham, charged with shipping a trunk containing dynamite caps as baggage, which is strictly against the interstate commerce laws regulating the handling of explosives. The dynamite caps were discovered when they fell from the trunk in the local baggage room and the Italian who had left the train at Graham was at once sought. There have been but few of these cases recently as a result of a number of prosecutions which were made about a year ago, when the practice was partially broken up.
