N&W/VGN Norfolk Area Question

I received this inquiry from a friend who works for NS in Atlanta:

> The old Virginian and the current NS mainline tracks in Chesapeake are essentially parallel to each other and fairly close. Somewhere close to Bower's Hill the Virginian tracks stop. Did they merge with the N&W for awhile and share trackage rights? A half a mile or so from a road that has a grade crossing with NS there is evidence of the Virginian - including track. But where the road crosses the NS there is no visible evidence that the Virginian was there.

> Anybody know the history?

I'd think someone would know the answer?
