A question about J whistles

I have a question that perhaps has been asked and answered before but here
goes.

My father's family was an N&W family and Dad used to tell the story that N&W
somehow set the frequency of the whistles on the J's (or 600s as he always
referred to them) so that the whistle was barely audible inside the
passenger cars, therefore not disturbing the passengers. Especially those
in the Pullman cars.

Does anyone recall hearing this or seeing advertising literature to this
effect? Being a mechanical engineer myself I am curious about how this was
done or if it just one of those fables that circulate around railroads.
