2194 at Rural Retreat

I must quickly note on a photo I found on the archives section of the N&WHS website. It is of Y6b 2194 near Rural Retreat. This I found very unusual since I had thought this locomotive was always assigned to the Pocahontas Division. Was this some kind of special assignment?
