Yes, the photo appears to be      the westward signal on the west end of Boody Yard. The dummy mast      indicates an unsignaled track (CRR interchange) between the signal      and the nearest signaled track (siding).

In years gone by, the dummy masts had one illuminated light.  On the SAL, 
dummy masts were identified in the SAL Operating Rules   as "doll arms".
