Old Photo of N & W Loco

I won this photo off of Ebay a few years ago. It is a picture sent from
Roanoke, and was advertised as being N&W. It looks like it may be have been
taken before 1900 and shows an engine #216. I'm not aware that the N&W had
an #216. The cropped photo is attached. I;d like to know more about it, if
I can.
