What is it?

A tool chit would be issued to a mechanic or some other worker. When he needed a special tool or piece of equipment he went to the tool room and traded the chit for the item. The tool room worker would hang it on a hook, usually near where the tool lived, so they knew who had checked out the tool. Each worker was assigned a certain number as his personal number. It was a way to know where the tool was and who had it. I worked for a major airline for 35 years and it was a system still in effect until just a few years ago when it switched to a computer ID system.

A friend sent me the attached photo and would like to know what the medallion is.  Any thoughts?
