Shenandoah Division Station Hours - 1951

Attached are three 1951 bulletin orders adjusting the station hours along the Shenandoah Division.  For many years through the 1940s, many telegraph offices were open seven days weekly including holidays.  I am wondering if there was a swing operator that served a group of stations to allow the assigned agent-operator two days off each week, or if Saturdays and Sundays were assigned to extra operators?  If the latter, I suppose extra-board operators were busy on weekends or holidays, and filled in for sick or vacation days during the week wherever they were assigned.  As offices became closed on weekends around 1951 and afterwards, I imagine there was a drop off in the number of extra-board operators required.  I suppose this situation was similar for other N&W divisions, too.
