Repair/repaint caboose advice

Mr. Frank,
I am good friends with Jeff Connor, who repaints railways and locos for a
living. He lives in PA, but is always on the road.

I will ask him what he thinks. And I would be glad to help out! I'll send
him the pic attached tonight and see what he says.
