Steam locomotive id needed!

Trying to identify the steam locomotive from the NWHS collection. We got
the image from Norfolk Southern (with no photo number, dates, etc). No
visible number plate in view. I thought it might be a VGN US of some sort.
Some suggested maybe P&WV?
