Why Was Monroe the Engine & Crew Change Point?

At one time, Lynchburg had a Virginia & Tennessee roundhouse much like the B&O's with the carousel roof at Martinsburg, WV.  It was very near (perhaps just west) of the Lynchburg Union Station location.
