 Jim,
Thanks for locating a color photo of the other P&WV business car.
I do not have any solid information.  I am only speculating.  When the N&W leased the P&WV, and all of its equipment, they probably had the former NKP Bellevue Shops do a "quickie" re-paint to indicate that the N&W was the lessee of business car #400.  The quickie re-paint merely involved replacing the P&WV letterboard with N&W letterboard and substituting #103 for #400 as opposed to a true repaint.  The photo of N&W #103 was probably taken by someone at Bellevue Shops to record their handywork.
As I said, this is just idle speculation.  If some one has any firm information on the history of N&W #103, I would be glad to hear about it.

I bought this same photo from Bob's Photos in 2022.  According to the information on the back of the photo, it is a former Pittsburgh and West Virginia business car #400.  The photo was taken at Bellevue, Ohio in October of 1964.
Unfortunately, there is no information on the print regarding its paint scheme.
