Virginian Class HC-1 decals

I had purchased some decals from the N&WHS web site, from Model Railroad 
Services last year, the
Virginian Class HC-1 Covered Hopper [280-03], and the decals have totally 
bled, there is not a single letter that has not run into some warp sort of 
state. The packet is still sealed, and all my other sets are just fine. Has 
this happened to others?
