Information on hoppers and model info?

The cars in your pictures are part of a 500 car order of HC71's built in 1979. 
The first 1,000 cars in the series (177000-177999) were built in 1973/74. All by

I got pictures of several of the 17XXXX series Covered Hoppers yesterday down
here in South Carolina.

Couple of questions:
 
When would this series been built?
 
I noticed that they are marked "Grain loading only" but they also are displaying
hazard placards? Any idea what they are carrying?
 
From the modeling side:
 
Are there N-Scale versions of these available?
