Question on trackside sign

[NW Modeling List]

Yard Limits.
In yard limits, movements may be made without protecting against extra
trains.  Extra trains moving in yard limits had to expect the main track to
be occupied by switching movements.  In territory where block signals were
in effect, yard limits were modified accordingly.
