The reason Rivarossi drivers are undersized is because their models followed a European standard for large flanges. I recall that standard was called "NEM." The compromise was to compensate by making the driving wheels smaller diameter.  Everything Rivarossi made had those large flanges. Over the decades Rivarossi reduced the flanges two times, but the driver diameters did not change. The very last improvement was to make the changes to American standard, but they made no change in driver diameters.

One modeler I knew replaced the Y6b drivers with the next largest drivers Rivarossi made. For that he used the drivers for the B&O S1 2-10-2. He also used his lathe to turn the flanges down. The Y6b looked better, but the larger diameter drivers made the model sit too high above the rails.  So if Rivarossi had done the right thing, they would have had to re-engineer the entire model to make it sit at the correct height.

  What's the story behind the Rivarossi driver being undersized? Did they reuse the driver from another engine or something?  
  Or is it just that models in general were just less accurate back in the 60's when they introduced it?
