I'm sorry I put this on the NW mailing list before.
Jack,On the DCS100, the right hand toggle switch should be all the way up and the one to the left of it should be all the way down for HO.  Also, check out the Loconet connections to the UR92. Do you have wires going from Rail A and Rail B to the rails.  A VOM isn't the best way to measure track power. If you do use it, put it on AC. Do you have locomotives on the track?  You can short the rails briefly with a screwdriver to see if power is there.I hope you get it figured out.
