[DesignII] new manuals

As reported last week, we have updated all of our user manuals in 
Acrobat PDF at http://www.winsim.com/doco.html .  We have also 
placed the manuals at an online publishing company for printing.  
Please note that we have not verified the printed manuals yet as we 
will get our copies sometime in next couple of weeks.  However, if 
you want to order your own printed copies now then this service is
