[game_preservation] ELSPA Database

Thanks for your efforts Andrew. Unfortunately while ELSPA switched to 
just replicating PEGI ratings a few years ago, what I really need is 
their old own ratings, the ones they used in the 90s. They looked like

I might just have to write to UKIE (and maybe PEGI) and hope they even 
end up replying. And probably hope the database was even archived at all 
to begin with!
