[game_preservation] Preservation SIG's charter/description change?

If someone wants to write up a new description, I essentially have
written a lot of the material (which is a good few years old - I still
hate the new website and don't touch it!) and probably just omitted it
by accident.
I can upload a slightly altered version if it's worded well :)
