for according to Jonathan Hardis as soon as they catch up on their
paperwork they'll note that the US has joined the UTC club.

Get ready to party. By strict interpretation of the legal time
scale of the US, the count of seconds elapsed here currently agrees
with the time_t on a POSIX system with a correctly set clock. Both
have been counting mean solar seconds since 1970.

The next time that Daniel Gambis makes the announcement we can prepare
to celebrate the first legally-occurring leap second in US history,
and at the same time watch the POSIX clock diverge from the legal clock.
