[LEAPSECS] ITU-R, the last WP7A meeting ever?

As seen in the meeting schedule at the top of
http://www.itu.int/ITU-R/
the next meeting of ITU-R WP7A at which leap seconds in UTC might be
discussed will start September 11.

Before that happens there will be the Radiocommunication Assembly.
The indications are that the ITU-R has been discussing a
reorganization of itself in a fashion which might completely rearrange
the Study Group and Working Party structure.

If that happens, the name of the body that holds UTC may change
prior to the next meeting.

In addition, there are new drafts for ITU-R Resolution 1 which sets
the working methods for the ITU-R. Among many changes in the US
draft is a section explicitly granting the Radiocommunication
Advisory Group the power to take actions in between the assemblies.
