Subject: End of Leap Seconds?

At the Civil GPS Service Interface Committee meeting in Fort Worth last month,
Dr. Wlodzimierz Lewandowski from the Bureau International des Poids et Mesures
(BIPM) summarized the outcome of the International Telecommunication Union
(ITU) meeting on the redefinition of Coordinated Universal Time (UTC), which
was held in Geneva, 11-14 September 2007:

o April 2008: ITU Working Party 7A will submit to ITU Study Group 7 project
recommendation on stopping leap seconds

o During 2008, Study Group 7 will conduct a vote through mail among member
states

o 2011: If 70% of member states agree, World Radio Conference will approve the
recommendation

o 2013: Application of leap seconds will stop and UTC will become a continuous
time scale.
