[LEAPSECS] clinical evidence about time and sun

Following the recent op-ed in the New York Times I was looking around
at the sorts of antics that accompany daylight saving time.

The wikipedia page about time in Indiana
http://en.wikipedia.org/wiki/Time_in_Indiana
gives a more subdued version of things than the web2.0 comments in NYT.

But as far as keeping civil activities in step with the sun, there is
now clinical evidence about risks. The current issue of the Journal
of Clinical Sleep Medicine has a study about the start time of school
for adolescents and its effect on the risk of motor vehicle crashes.

To disconnect UTC, and thus civil time, from the sun is to have
to contend with all of the parties in these discussions, to
convince them all that the change is irrelevant, or to unilaterally
disregard them.
