And these suggestions have been made. One gets the impression that
the - ahem - "advocate of change" despise GPS time more that UTC.

The issue also isn't "suboptimal daily performance", the issue is
introducing a secular term into civil time. This is precisely the
quadratic term that the original GPS World article fretted about.
