[LEAPSECS] double leap seconds, they almost were real

I submit the following images from the proceedings of the plenary
assembly of the CCIR in New Delhi in 1970. First is the report of the
working groups who decided to abandon UT2 and switch to leap seconds,
including a summary of the original draft form of CCIR Rec 460.

The notes from the 13th session on 1970-02-03 indicate that the
recommendation was approved with deletion of the words
"or integral multiples thereof"
so that the initial form of the recommendation as adopted was

Wherein point 4 indicates that they had not yet figured out
exactly how the scheme was going to work. Point 6 requested
that the document be transmitted to, among other places, the IAU,
and the CCIR failed to perform that action.
