No. In that time there were exactly 63072001.999918 TAI seconds;
the number of SI seconds is very close to that. But there were about
93072000.107757997 *UTC* seconds (exactly 63072000+10775800/100000003
UTC seconds, in fact).

Yes. Where I've said "YYY ticked Z.Z seconds" I meant, precisely,
"there were Z.Z YYY seconds".
