Since you opened with this statement some might read it as having  
significance to this discussion.  It does not, really.

Many regard GPS as a means of dissemination of UTC(USNO), and not  
itself a time scale independently.  This is a technical point that has  
nothing to do with leap seconds in UTC, or the lack of leap seconds in  
GPS system time.
