[LEAPSECS] Terminology question

POSIX time_t counts seconds but does not take leap seconds into account, 
despite the fact that the POSIX Epoch is defined in terms of UTC.

The key is in XBD section 4.15 (Seconds Since the Epoch): "As represented 
in seconds since the Epoch, each and every day shall be accounted for by 
exactly 86 400 seconds."

This leaves no room for leap seconds, and is so intended.

Is there a generic term for timescales like POSIX time_t and NTP that
count seconds (or some other interval) since an epoch without taking
leap seconds into account?
