Precisely. So let's avoid maximizing the uncertainty for future historians, lawyers and etc who have to sort out what happened when. It would be nonsensical to encourage a kaleidoscopically shifting pinwheel of timezones that will pollute all future interpretations of civil date and timestamps.

...and need it be mentioned yet again that none of this is in the ITU draft? There is no planning whatsoever for how the embargoed leap seconds will be later accommodated. The actual proposal on the table is devoid of due diligence.
