There are certain examinations that will test persons ability to perform 
navigation
and land surveying calculations without the aid of the computer. In most 
cases
the questions are kept secret, so only a select few will know whether 
the question
pool will be affected by a leap second change. There will be  
substantial costs
in reviewing the question pool, revising the question, answers, and 
distracters
(that is, incorrect answers in multiple-choice tests) or invalidating 
the questions,
and notifying examinees of the date after which questions should be answered
accurately, versus pretending that leap second insertion had not been 
halted.
Then there will be the cost of handling challenges and appeals from 
examinees
who claim, rightly or otherwise, that they would have passed the exam 
but for
the examiner's failure to correctly modify questions and answers to reflect
the non-insertion of leap seconds.
