I forgot to add:

The budget barrier for entering the playing field is now much lower
than it was in the early 1970s. Back when leap seconds were
introduced, the only ones affected by the change were operators of
time service radio stations. The latter are very expensive and manned
by people whose position makes them very unlikely to want to engage in
the kind of protests I'm calling for. But now things are different:
the operator of every NTP server and every UNIX-like operating system
is potentially affected, and these things are inexpensive enough to be
in the hands of people who would very much like to be the new Rosa Parks.
