They have said things twice since 460-6. There was a press release

and there is the press release from last fall which was just reiterated
this week as part of the press room coverage for WRC-12.

What the ITU-R has said shows that its organization is willing to
advance non-consensual proposals to the level of international
regulations. This is much as in 1970 when they also disregarded
calls from international scientific organizations.
