[Leap years vs leap seconds]

There are two problems with leap seconds vs leap years.

One is that leap seconds are harder to predict.

The other is that leap seconds are much less significant. Leap years are a big deal. Everybody knows about them. You learn about them in grade school. They don't mention leap seconds at that level.
