It's more than NASA, it's an international standard for the space community - see page 3-2 at:

The same document is also ISO standard ISO 11104:2011:

The only difference between the two is that you can download the CCSDS standard for free, but the ISO cover-sheeted version costs you 134 Swiss Francs.
