[LEAPSECS] FaceBooks nasty experience with Leap Seconds

Hello Poul-Henning,

I was surprised by this message - I thought Linux had long-since
been fixed. Was I wrong, or are Facebook using an old version?

(I have a nasty feeling such a simple question could lead to a very
complicated answer, so apologies in advance!)
