How does this proposal address the long running program issues (consider a demon that runs for many years that needs to produce proper UTC time stamps when the underlying system is running some variation of TAI)? How does it do the updates without affecting the performance of all time calls? Last I checked the time code doesn't check to see if there's new timezone info before doing the output, which means very long running demons have to cope with this somehow...
