Guess this is meant to be used with the image printed out and then the map and time zones circle cut out and then pinned at the centre to an underlying piece of cardboard say so that it can spin to line up any time zone with the time indicated on the outer ring. Sort of like a time-zone circular slide rule (for those old enough to remember these).
