Australian Communications and Media Authority continues to shine
light on ITU-R WRC-15 Agenda Item 1.14 by publishing a video of the
entire session at the February 10 APG15-4 meeting of the Asia-Pacific
Telecommunity in Bangkok.

It starts with 15 minutes of words dancing carefully around the events
of the 2012 Radiocommunication Assembly.  According to Jamieson there
were 160 out of 190 delegations who did not know about leap seconds.

It ends with a half hour of panel discussion of questions from the
floor which include "why couldn't this be decided by experts" and
"what's the worst case scenario resulting from WRC-15".
