 |With WWVB you look at the sign of DUT1 to know if the leap \

While at it the PTB could take the leadership and, after having
dropped distributing the signed UT1-UT difference in 1977 (says
Wikipedia), start distributing the TAI-UTC difference in the same
slot, thus offering atomic time and civil time over DCF-77.
