[LEAPSECS] more financial preparation

FIA deals with financial futures, options, derivatives and is
preparing for the leap second.

    The next leap second event will be the first time that it has
    occurred during active trading hours in an environment where
    electronic and automated trading relies on sub-second precision
    for communication, execution, clearing, surveillance and audit
    trails.

They point out several regulatory deadlines for preparedness and that
the regulatory environment for leap seconds looks a lot like the legal
environment:
    any issues that occur due to the leap second event are likely to
    be viewed by local regulatory authorities under existing
    regulations which may or may not take into account the impact of
    the leap second event.
